Every county climate fund we assess tells the same story in different handwriting: no shortage of projects, a chronic shortage of pipeline. Concepts, yes. Priorities, yes. But when finance arrives asking for bankable documentation — fiduciary track record, safeguards, MRV architecture, counterpart mandates — the drawer is usually empty.
Three fixes come before any new fund. First, a county project pipeline of record: documented, staged, and honest about which projects are concepts and which are investable. Second, fiduciary basics that global finance can audit without bespoke arrangements. Third, data custody — county environmental data that outlives administrations.
It is unglamorous work, which is precisely why a professional association should be doing it. Readiness is not the preamble to climate finance. In our experience, it is the climate finance.
